Warping to 100km puts me 113-127km from enemies. They are in three groups. They all aggroed. On another run, it put me ~82km away and there was only a single group instead of 3.

Pirate Complex is destroyable, but it has a TON of HP. Didn't get anything, but a message appeared in chat after destroying it. I think it can trigger an escalation. I did NOT get a notification when the Shadow spawned. So maybe only needs to be destroyed if no Shadow.
